How will cybercrimes be investigated? Special measures/structures and new manuals for businesses

Confronting the rapid technological development in Albania and cybercrime requires the development and strengthening of technical, legal and operational capabilities, as well as continuous investments in modern technology and specialized training.
In the national strategy document for the fight against organized crime 2026-2030, submitted for public consultation, the investigation of cybercrimes also occupies an important place.
Referring to the strategy, one of the main objectives is to create and convey to citizens a sense of trust and security in cyberspace, ensuring that their digital rights and privacy are effectively protected. The draft states that this is vital for building a safe and sustainable online environment, where technological development serves as a factor for progress and not as a threat to democratic order and security.
To achieve these goals, the strategic approach will be based on the implementation of a series of integrated measures and policies, including strengthening inter-institutional and international cooperation, building capacities for advanced cyber investigations, developing modern legislation and improving technological infrastructure, as well as raising awareness and educating citizens on the risks and security measures in the digital world through improving information collection to combat cybercrime and related crimes; Combating cybercrime/fraud through proactive investigations; Continuously improving the statistical history (track records) of combating cybercrime; Increasing the striking force of law enforcement structures for traceability, detection, and arrest for criminal offenses in the cyber field.
The focus will also be on continuous training for police officers on new trends in cybercrime; Creating manuals for private operators regarding cybercrime on new forms of its occurrence; Consolidating analytical capacities for investigating computer crimes at the central level based on referrals from regional cybercrime structures, for identifying complex cybercrime phenomena or cases.
