Any individual who wishes to revalue property at a 5% tax rate, taking advantage of the law in force, must apply online for the property revaluation service, through the e-Albania government portal, with the standard request that has been approved for this procedure.

In order to be provided with the official document reflecting the registration of the revaluation service, he must also apply for the service of providing a copy of the real estate card or a non-final card (for properties located in areas that have not been subject to initial registration). The application for the services is addressed to the local directorate/office of the State Cadastre Agency, which is competent for the territory where the real estate is located.

The individual in the online application for the property revaluation service must fill in the relevant sections of the e-Albania platform, the identifying data of the property that is requested to be revalued. If the individual does not fill in the sections that identify the property, he must, necessarily, upload to the platform a scanned copy of the ownership document that he has for the property.

The State Cadastral Agency carries out the relevant verification and if the application meets the criteria, an invoice for collection is drawn up within two days. The invoice is generated electronically by the local directorate of the State Cadastre Agency and, together with the service fees, is sent to the applicant through the e-Albania government portal.

In cases where the individual requests the revaluation of the property according to the expert's act, the individual, through the e-Albania platform, in the accompanying documentation during the request for the revaluation of the immovable property, also attaches the property valuation act, signed and sealed electronically by the expert, as well as a unified photocopy of his license. Upon sending these two documents, the local directorate of the ASHK follows the procedures for calculating the revaluation tax and notifies the subject of the value of the revaluation tax and service fees. 

Once the individual or legal representative is provided with the receipt for collection, he pays the invoice and the local directorate of ASHK confirms the payment of the revaluation tax and service fees.

After verification of the payment of the revaluation tax and service fees, the individual's application is considered complete and the ASA is obliged to reflect the revaluation in the real estate register. Applications for revaluation of assets that are submitted to the ASA by December 31, 2026, but have not been completed, are processed even after this date, if the revaluation tax is paid by March 31, 2027.

The fees for the revaluation service for individuals, at the ASHK, range from 3,500 lek if the value of the 5% revaluation tax paid to the budget is 150,000 lek, 7,000 lek if the value ranges from 150-300,000 lek and 10,000 lek for values ​​over 300,000 lek.

 The law also gives legal entities the right to assess real estate assets recorded in financial statements.
