How much capacity does Albania have for an aging population? - Limited day and residential centers
Population aging, mass migration, and the increasingly dynamic pace of life have increased the number of elderly people living alone. The 2023 census revealed that about 64,000 people over the age of 60 lived alone. This translates into tens of thousands of elderly people who face loneliness, health challenges, and economic insecurities every day without the presence and support of family.
In this context, the social services system for the elderly relies mainly on day centers and residential centers. There are 56 day centers and 21 residential centers throughout the country. Day centers provide services during the day, including social activities, psychosocial support, food and basic assistance for the elderly living in the community; some of them also function as mobile centers, providing services at home. While residential centers provide 24-hour care for those who do not have family support or need constant assistance.
However, the distribution of these services varies according to the regions and population density. Tirana results in the region with the highest number of structures, with 20 centers in total, followed by Korça with 11 and Shkodra with 10. On the other hand, regions such as Kukës, with only one day center, and Lezha with two, present the lowest coverage. In other regions such as Dibra and Durrës, the number of centers is also limited, while in some areas the existing centers operate at maximum capacity or even above capacity.
This territorial disparity means that access to services for the elderly depends significantly on where they live. In some cities, the network of services is more consolidated, while in others support remains minimal. A large proportion of day centres are run by religious organisations, while residential centres are mainly private, which also adds a financial dimension to access to long-term care.
