Russia's war in Ukraine is entering its fifth year on Tuesday, with leaders from across the European Union gathering in Kiev in a huge show of support.
For the EU, this massive visit to the Ukrainian capital is particularly significant after Hungary on Monday dealt a major blow to the bloc's support for the war-torn country. Hungary vetoed the 20th package of sanctions against Russia and a 90 billion euro loan for Ukraine.
However, European Commission chief Ursula von der Leyen will present Zelenskyy with a "substantial package," including 100 million euros in energy support and a "comprehensive winter preparedness plan" for next year, a European official said.
Meanwhile, the UK on Tuesday released what it described as its largest package of sanctions against Russia "since the first months of the invasion in 2022".
The new package targets pipeline company PJSC Transneft, which London says is responsible for transporting over 80% of Russian oil exports, as well as Russia's "dark web of illegal oil traders," including 175 companies in the "2Rivers" oil network, one of the largest shadowy fleet operators globally and a major trader of Russian crude.
Also targeted are 49 entities and individuals involved in supporting Russia's war machine, three civilian nuclear energy companies and two individuals involved in efforts to secure contracts for new Russian nuclear installations abroad, as well as nine Russian banks that process cross-border payments.
