How many notaries per capita do we have in Albania? Distribution by regions. Tirana, Durrës and Vlora lead

In Albania, notaries are an essential part of the legal and economic system, providing services such as contracts, registrations and legal certificates. But how many of these professionals are there in relation to the population?
According to the latest data, in the notary system, there are currently 410 notaries for a population of 2.36 million inhabitants, which gives an average ratio of about 1.7 notaries per 10,000 inhabitants. This indicator speaks of a considerable concentration of notary services compared to the minimum legal needs, but their distribution among the regions is quite uneven.
In the capital, Tirana leads convincingly with 186 notaries, over 2.4 per 10,000 inhabitants, reflecting not only the high population, but also the high economic activity and intensive transactions that require notary services. Behind it, Durrës and Vlora also have a high ratio, over 2 notaries per 10,000 inhabitants.
In smaller regions, the situation is quite different. Dibra has only 5 notaries for over 100,000 inhabitants, while Kukës has the same number for around 60,000 inhabitants, which gives a ratio of less than 1 per 10,000 inhabitants. This shows that citizens in these areas often face difficulties in carrying out notarial acts, being forced to travel to larger cities.
Other regions, such as Berat, Elbasan, Fier, Gjirokastra, Lezha, Shkodra and Korça, have an average ratio of 1 to 1.7 notaries per 10,000 inhabitants.
Analysis of this data shows a clear trend: notaries are highly concentrated in urban and coastal centers.
