Albania ratifies CEFTA decision on tourism services - Fewer barriers, more competition in the regional tourism market

Albania has ratified the decision for the Joint Committee of the Central European Free Trade Agreement, known as CEFTA, which aims to facilitate trade in services for travel agencies and tour operators.
The decision sets out new rules aimed at removing unnecessary obstacles in the regional market, ensuring that licensing procedures and administrative requirements do not become barriers for tourism service providers.
According to the law, the measures will apply to all services provided by tourist agencies and operators between the contracting parties, whether through cross-border provision, commercial presence or through natural persons carrying out activities in another contracting party.
The decision explicitly prohibits discriminatory requirements related to the country of origin of the company or its staff. Quantitative or geographical restrictions, obligations for certain legal forms, the imposition of fixed minimum or maximum tariffs, and the inclusion of competing operators in the licensing process will also not be permitted.
Also, requests for insurance or financial guarantees only from entities located in a specific country are prohibited, with exceptions specified in financial legislation.
This ratification aims to create a more open and competitive market for the tourism sector in the region, increasing opportunities for cross-border cooperation and facilitating the activity of Albanian operators in other countries of the agreement. The law has already been published in the Official Gazette and has entered into force according to legal provisions.
