“Inspectors, not business hunters!” - Prime Minister Rama: Inspections should be carried out on a risk basis

Prime Minister Edi Rama and the Minister of Economy and Innovation, Delina Ibrahimaj, held a meeting with the Chief Inspector General and the heads of the country's inspectorates, for the new phase of the inspection system reform.
During his speech, the Prime Minister stated that inspectors should not go out into the field like hunters, but should have a work plan.
"It makes no sense for inspectors not to have a work plan in front of them and not to be responsible for the work plan, but to go out like hunters in different directions to catch something. This is not how it works. The time has come for us not to act at the inspection level, with surprises. The enterprise is notified, the thematic inspection program is presented to it. Our goal is to self-correct even when they are wrong. Another burden of the inspectorate is to rationalize visits to the doors of the business. The enterprise cannot waste time on some kind of inspection game. Everyone is controllable, but they cannot be attacked with any kind of inspection. One leaves, another comes. A new recruitment and career system is necessary. This requires a qualified standard of living, the recruitment and career system must be reliable. It must deserve what is given to it. The other is the catastrophic number of inspections we carry out, it is a very high number. Not endless inspections, they create stress, tension, "mess".
According to Rama, digitalization has great potential to take inspections to another level, increase reliability, and help entrepreneurship.
