"Albania, regional leader in public procurement" - Rama: Diella will be auditable by any interested actor
"Albania is a regional leader in public procurement," said Prime Minister Edi Rama as he participated in the event marking the 30th anniversary of Public Procurement. He emphasized that the recognition comes from the European Union.
"A leading country for the integrity and efficiency of the public prosecution process."
This fact, clearly highlighted in the Sigma monitoring report, which ranked Albania first in the Western Balkans and with a difference from others for the performance of the public procurement system, would have been unthinkable not many years ago, and in the meantime, it is the result of exactly everything I said above.
On the other hand, I would like to emphasize that the monitoring carried out by specialized institutions acting on behalf of the European Union are not reports of the nature of the majority of reports that we encounter every year, which are based on public perceptions, are based on surveys of very questionable standards and are based in fact on an insufficient level of scientific data. The reports of institutions working on behalf of the European Union are reports based on expertise with a very high integrity and made by professionals.
"So the assessment made by Sigma is an assessment, not simply technical ," Rama said.
Rama once again emphasized Diella's role in procurement, while emphasizing that her work will also be auditable.
"Diella will not operate completely independently from the eyes of all interested actors, but it will be auditable at every step by every interested actor, because the entire process that will be carried out through digital channels and artificial intelligence will still be based on all the requirements of the procurement law regarding the relevant documentation, and anyone who wants to manually review the process with human eyes will have the opportunity to do so. This means that nothing that comes out of the process as a result will be untraceable in case of need to audit the steps that brought the results. It's very simple.
"In the end, of course, the final decision to issue a result will again be made by the relevant commission, based on all the data that Diella will put on the table ," Rama said.
The Prime Minister emphasized that people who deal with public procurement must have a very high level of preparation and integrity.
