Albania and Kosovo lead Europe in home ownership - ALTAX: EU average 68%,
Albania and Kosovo rank at the top of Europe in terms of home ownership rates, surpassing all European Union countries. The latest Eurostat data for 2024, combined with international sources such as Statista, Visual Capitalist and Landgeist, show that home ownership rates reach 95.9–96% in Albania and around 97.8% in Kosovo.

According to the analysis of the Albanian Tax-Economic Center (ALTAX), these figures represent the highest level of home ownership in the entire European continent. For comparison, the European Union average stands at only 68.4%, while even the country with the highest rate within the EU, Romania, with around 95.3%, remains below Kosovo and Albania.

A comparative map of Europe makes this reality visually clear. Albania and Kosovo represent a Balkan model of almost universal home ownership, very different from the model of Western European countries, where a large part of the population lives in rental housing.

According to ALTAX, this contrast reflects two different philosophies of housing. In Albania and Kosovo, housing is seen primarily as an asset of social and economic security, due to the lack of social housing and strong rental markets. In this context, home ownership has historically served as the main form of family protection against economic insecurity.

However, ALTAX emphasizes that this “leadership” of Albania and Kosovo in home ownership should not be automatically interpreted as an indicator of well-being. Rising prices, urbanization, youth emigration, and speculative investments may gradually change the housing model in Albania as well, bringing it closer to EU trends, but from an extremely high starting point.
