How sustainable is the Municipality of Vlora? - It is financed by the cleaning fee, spends 198 euros per resident
The Municipality of Vlora has had an increasing performance in terms of revenue collected during the past year, also influenced by the fact that it is a coastal unit.
The detailed data of the report on local government, according to taxes and fees collected by the municipality, show that the main burden is the cleaning fee with approximately 318 million lek collected, or 3 million euros, almost doubling compared to the previous year.
The infrastructure impact tax is the second largest in terms of the municipality's total revenue, with around 2 million euros in 2024, although it has suffered a significant decline since 2023, when around 2.8 million euros were collected.
Other local taxes are expected to generate approximately 2.8 million euros in revenue in 2024, doubling compared to 2023.
1.9 million euros were collected from the building tax, with an increasing trend compared to the previous year.
Other non-tax revenues account for approximately 1.4 million euros, fees for occupying public spaces 927 thousand euros, and revenues from agricultural land only 147 thousand euros.
In other words, from its own resources alone, the municipality of Vlora has collected nearly 1.2 billion lek or about 12 million euros.
As for expenses, according to the economic nature, the largest part of the Vlora municipality budget goes to personnel expenses, with approximately 1.3 billion lek or about 13 million euros, which have increased compared to 2023. While 727 million lek or 7.3 million euros go to operating expenses, which are also increasing.
Capital expenditures during the past year amounted to 340 million lek or 3.4 million euros, up from 1.9 million euros in 2023.
The municipality's total expenses amount to 2.4 billion lek, or about double its revenues.
According to the 2023 census, the Municipality of Vlora has a population of 164,000 inhabitants and is one of the largest in the country with high potential for tourism development and a high concentration of businesses in the service sector such as bars, restaurants and hotels.
Vlora ranks third among municipalities, after Kamza and Durrës, excluding Tirana, in terms of the share of revenues by municipalities to total local revenues in 2024, with about 7%, and fourth in terms of the share of expenditures.
Per capita income in Vlora is estimated at 103 euros, while per capita expenditures are recorded at 198 euros, a figure that ranks it among the municipalities with low per capita expenditures, while investment expenditures are estimated at 28 euros per capita, a very low level compared to other municipalities.
