Investments in the Mat municipality increase - Positive performance in property tax collection

Mat Municipality's revenues have increased in several main categories during 2024, compared to the previous year.
The category with the highest increase is the agricultural land tax, which has marked an increase of 218%, jumping from 467 thousand lek in 2023 to 1.4 million lek in 2024. Although still in modest figures and below potential, this significant change shows an effort by the municipality to formalize the ownership and use of agricultural land, as well as to improve the collection of obligations from this sector.
Building taxes have also marked a steady increase of 43%, reaching 19 million lek from 13.3 million lek in 2023. Similarly, infrastructure impact taxes have increased by 36%, reaching 4.6 million lek, compared to 3.4 million lek last year.
Another important source of revenue has been the public space occupancy fee, which has increased by 62%, rising from 1.7 million lek to 2.8 million lek. Meanwhile, the cleaning fee has remained unchanged, with symbolic values, reflecting the need for improvement in the collection of this service.
In the category of other local taxes, the Municipality of Mat has recorded a steady increase of 46%, managing to collect 88 million lek. Likewise, non-tax revenues have increased by 86%, reaching 19.8 million lek, from 10.6 million lek in 2023.
Overall, the revenues of the Municipality of Mat for 2024 show a positive trend in almost all categories. The significant increases, especially in agricultural land tax and non-tax revenues, testify to a more effective approach to fiscal administration and the expansion of local resources.
As for expenses, the majority are personnel and operational salaries, but capital expenses have also increased.
The local revenues of the Mat municipality are 5,912 lek per inhabitant or about 59 euros, general expenses 28,412 lek per inhabitant, while investment expenses are recorded at 6,436 or about 65 euros per inhabitant, being included in the group of units with high expenses in this regard.
According to Census 2023 data, the Municipality of Mat has 22,103 inhabitants, and in a decade due to demographic changes it has suffered a 20% contraction.
