How much domestic debt will the government take in 2025? - 356.40 billion ALL

Domestic borrowing, in other words the issuance of government securities, such as treasury bills and bonds, is expected to finance about 73.47% of the budget deficit in 2025. Government expenditures have exceeded revenues by 68.05 billion ALL, of which 50 billion ALL will be covered only through domestic borrowing.

According to the Annual Borrowing Plan of the Ministry of Finance, during the year 2025, a total of 306.41 billion ALL is expected to mature, of which 197.34 billion ALL are treasury bonds and 109.07 billion ALL bonds. The 12-month Treasury bill is the instrument with the highest maturities

The months with the highest amount of state debt maturities are expected to be January-February 2025, specifically with around ALL 55.77 billion and ALL 43.45 billion, where the highest maturities refer to 12-month treasury bond instruments and 3-year reference bonds, 39.21 billion ALL and 19.39 billion ALL, respectively.

For 2025, referring to the preferences and attitude of investors, mainly pension funds, the Ministry of Finance will issue a new long-term instrument, 20-year bonds as a market test. This instrument will be issued in January and June, and will be reopened in March and September.

Total emissions are expected to be around ALL 356.40 billion during the year 2025. The instrument with the most frequent and much higher emissions is expected to be the 12-month treasury bond.

As it was announced earlier, during the next year, the issuance of a new Eurobond, the seventh in the history of Albania, is expected, which will have a value of 600 million euros, or in other words, 65 billion ALL.
