Budgetary expenditures for the road transport program are expected to increase over the next 3 years. According to the medium-term budget program 2026-2028, for 2025 the budget funds for financing this program were 33.48 billion lek, while for 2026 an increase of 2 billion lek is expected, reaching 35.48 billion lek.

For 2027, budget expenditures for road transport are also projected to increase, reaching 37.95 billion lek, while for 2028 the trend is downward compared to 2027, but compared to the current year, expenditures are projected to be around 36 billion lek or 2.6 billion lek more than the current year.

According to the document, the "Road Transport" program aims to guarantee 3,522 kilometers of roads maintained according to national standards throughout the territory during the period 2026–2028. By 2026, it is expected that 407 kilometers of roads will have been built or rehabilitated, systemized, asphalted and equipped with road signs.

For the medium term, the government foresees that financing for several road projects will continue from the state budget, in accordance with existing contracts formulated according to approved financing models. Specifically, these are the 3 concession contracts for the construction of the Arbri Road, the Milot–Morinë Road and the Orikum – Dukat Road.

Also, funding will continue for the expansion of the Tirana - Durrës highway and the Tirana - Ndroq - Plepa axis, for the Elbasan - Lekaj and Elbasan - Qafë Thanë segments, which are part of Corridor VIII, for the Berat - Ballaban road, as well as for the Saranda Bypass.
