New rules for fish markets - Draft law/ Products will be associated with origin

The government will establish new rules for fisheries product markets, creating a clear mechanism for its functioning, according to European Union standards, with the aim of increasing the reliability of Albanian fisheries and aquaculture products in domestic and international markets.

The draft law submitted for public consultation emphasizes the implementation of trading standards and the imposition of an obligation for transparency in product labeling.

Specifically, according to the draft law, products intended for human consumption must be accompanied by a label that includes the commercial and scientific name, the production method, the area of ​​capture or cultivation, the fishing gear used, whether thawed and, where necessary, the expiration date. This information is mandatory and also applicable to institutions that use these products such as schools, hospitals, canteens or prisons. For mixed products, the relevant method and area are specified according to the most represented quantity. The Ministry may exempt from this obligation small quantities sold directly from fishing vessels.

On the other hand, organizations are obliged to compile a list of the commercial and scientific names of the species being traded and update it with the ministry. The area of ​​origin of the product is determined depending on the type of waters or place of cultivation and can also be presented through maps or pictograms.

Operators have the right to provide additional information about products, including date, port of landing, means used, environmental or social details, provided that this information is verifiable and does not replace the mandatory information.

The institution responsible for fisheries and aquaculture services is tasked with collecting and analysing data on the domestic market, conducting surveys and price studies and ensuring that the information is accessible to interested parties. The organisations contribute to this process by cooperating to improve the flow of information in the supply chain.

The draft also defines the mechanism for storing products, which aims to stabilize the market in cases where sales at the set prices are not ensured. The storage conditions, permissible treatments, minimum periods and the method of returning products to the market are described. The criteria and procedures for determining the limit prices, which serve to activate the mechanism, are established.
