Quality of electricity distribution - ERE reviews indicators, from the number and duration of outages to the time to repair defects

The Energy Regulatory Authority has initiated the procedure for reviewing the standard indicators and criteria of service quality in the electricity distribution system. The service quality standards include indicators such as unavailability of energy, the number and duration of outages, and the average time to repair defects.
According to the proposed draft, the average time required to repair a fault in the electricity distribution system, for medium and low voltage, should be 1.79 hours for 2026, 1.77 hours for 2027 and 1.75 hours in 2028.
However, it varies depending on the voltage level, as well as whether the area is urban or rural. The repair time for defects in rural areas is higher.
The decision to review the indicators follows recommendations from the Assembly to improve the rules related to consumer protection and the performance of distribution operators. The Regulatory Authority also confirms that the current indicators of technical standards show the need for adjustment to reflect the reality of the market and the performance of operators.
Meanwhile, the current regulation contains provisions that have lost relevance or have become inappropriate for the operational situation, including certain provisions that provide for deadlines, reports or requirements that do not correspond to developments in the sector.
Service quality directly impacts consumers, so the new standards will serve as the basis for monitoring network performance and for reimbursement mechanisms in case of non-compliance.
