Financing and support for startups/ Decision in the Official Gazette. Online application through the e-albania portal

Startups will benefit from financial support and support services for the development of their businesses.
The decision approving the call for applications, the requirements, criteria, procedures and deadlines that startups and their facilitators must meet for funding and/or support measures, as well as the rules for the composition of the evaluation and appeal committee, the criteria, selection procedure and remuneration of members, has been published in the Official Gazette.
According to the decision, state support will be provided through financial instruments and support measures, aimed at strengthening the capacities of startups and promoting the development of innovative ideas. Financial instruments include, among others: grants, equity financing, subsidies, coverage of eligible costs for research, development and innovation, as well as risk mitigation mechanisms. In parallel, support measures will include technical assistance, access to research and testing infrastructure, legal, financial and business consultancy services and provision of technological infrastructure.
The application process is simple and is carried out through the "e-Albania" digital platform.
The decision also clearly defines the categories of beneficiaries. Support will be provided to startups and startup facilitators, who must be self-declared in the relevant electronic registry. Startups will be categorized according to development stages: seed stage (F1), validation stage (F2) and growth stage (F3). For startups in the seed stage, the possibility of application is also foreseen by private individuals, local or foreign, including digital nomads, who intend to develop their activity in Albania. While startups in the validation and growth stages must be legally registered businesses in Albania and no older than six years.
One of the main conditions for benefiting from financing or support measures is the fulfillment of tax obligations at the time of application. Also, each entity has the right to submit only one application within the same public call.
Meanwhile, it is also envisaged to establish an Evaluation Committee and an Appeals Committee, which will consist of five members, while the Appeals Committee will have three members. These committees will review, evaluate and rank applications based on scoring criteria, ensuring transparency and competition in the process.
The Agency for Startup Development and Innovation will monitor the projects and ensure that they meet the set objectives.
