The budget is "supplied" with 1.3 billion euros in two months - Consumption leads the growth. 100 million euros were collected from excise duties

The year 2026 has started well for public finances. The state budget, in the first two months of the year alone, has collected 130.3 billion lek or 1.3 billion euros. Preliminary data from the Ministry of Finance show that total revenues for the period January-February 2026 resulted in 104.4% of the plan for the period and 13.4 billion lek or 11.5% more than the same period a year ago.
Tax revenues collected by the tax administration (revenues from net VAT in the country, profit tax, personal income tax, national taxes), had a positive performance for the months of January-February 2026, being realized in the amount of 47.7 billion lek or 3.6 billion lek more than the two-month period of 2025. Even in relation to the plan, 1.4 billion lek more were collected.
At the start of the year, it appears that consumption continues to lead growth. Revenues from VAT collected (net) amounted to 18.5 billion lek, 14.9% more than in the first two months of 2025, also exceeding the plan by 1.7 billion. Personal income tax collected 14.1 billion lek, an increase of about 3.8% compared to the first two months of 2025.
Revenues from social and health insurance were collected in the amount of 32.2 billion lek, with an increase of 7.7% compared to the first two months of 2025. 7.4 billion lek were collected from profit tax for January-February 2026, while 7.7 billion lek were collected from national taxes.
Revenues collected by the customs administration (VAT on imports, excise duties, customs duties and mineral royalties), for January - February 2026, were realized in the amount of 33.1 billion lek or 91.7% of the plan.
Revenues from VAT on imports were realized at the value of 21.5 billion lek, revenues from excise duty resulted at 10 billion lek, or 5.9% more than the same period a year ago. From mineral royalties on exports, for the period January-February 2026, 234 million lek were collected, while revenues from customs duties were realized at 1.3 billion lek.
Total public expenditures, for the two-month period of 2026, reached around 100.6 billion lek with an implementation of around 92% of the plan for the period, while compared to the same period of 2025, this item resulted in around 6.7 billion lek more.
