"Kinostudio" returns, decisions of today's meeting of the Council of Ministers are published

The Media and Information Agency has published the decisions approved today, December 3, 2025, at the meeting of the Council of Ministers. According to the announcement, the government has decided:
1. Approval of the Action Plan of the Digital Agenda for Education 2025–2030
•The national plan for the digital transformation of education for the period 2025–2030 was approved.
•The plan includes standards for achieving digital competence for students and teachers.
•The implementation of the plan is entrusted to the Ministry of Education and other responsible institutions.
2. Approval of the 25 million lek fund for the “Kinostudio” Foundation
•A fund of 25,000,000 lek was allocated to support the activities of the “Kinostudio” foundation.
•The foundation must submit a spending plan and report every 4 months on the progress of projects.
3. Additions to the list of sports equipment exempt from customs duties and VAT
•A wide range of new sports equipment was added that benefits from exemption from customs duties.
•Equipment for football, tennis, winter sports, chess, ping-pong, mixed martial arts, padel, and archery is included.
4. Appointment of the new Director of the National Coastal Agency
•Xheni Beqaj is appointed Director General of the National Coastal Agency.
5. Determining the criteria for the Military Service Medal
•Official criteria for awarding military service medals (gold, silver, bronze) were approved.
•The criteria relate to:
•devotion and responsibility in duty;
•lack of disciplinary measures;
•years of service (5, 15, 20+ years).
•Exceptions are provided for in cases of extraordinary contributions.
6. Changes in the inventory of state properties of the Ministry of Agriculture
•The dimensions of the two properties transferred to the administration of the Ministry of Agriculture (serial numbers 27 and 78) are changed, according to new technical documents.
7. The decision to establish a Cybersecurity emergency and crisis response team was approved.
•The Cybersecurity Emergency and Crisis Response Team (hereinafter, CERT) is established and operates under the National Cybersecurity Authority, which is an ad hoc, case-by-case structure responsible for the timely and efficient handling of cybersecurity emergencies and crises in the Republic of Albania.
8. Dismissal and appointment to duty at the Ministry of Education
•Orjana Osmani is relieved of her duties as Deputy Minister of Education and Sports.
•The same is appointed Deputy Minister of Education (portfolio change).
