"Massive" building renovation - Climate targets, energy efficiency in 745,000 residential buildings and 8,200 public buildings
Achieving the national target of reducing greenhouse gas emissions by 2050 requires the renovation of 745,000 residential buildings and 8,200 public buildings according to energy efficiency principles. The draft law “On Energy Performance in Buildings” has reached the parliament for discussion, but it will be the new parliament that will have to review it.
According to the accompanying report, the budget needed to achieve this goal is considerable, as the renovation of state buildings alone to achieve at least the minimum level of requirements is approximately 50 million euros by 2030. This value will not be specifically identified in the budget of the Ministry of Infrastructure and Energy or any other ministry, but will appear in the values of capital investments of public entities for the renovation of buildings," the report states, among other things.
Meanwhile, for private buildings, financing will be shared with building owners and donors, where the government may also participate through schemes, to cover a specific percentage of the investment value according to supporting technologies and minimum requirements.
In fact, the Long-Term Strategy for the Renovation of the Building Stock also provides for support schemes, according to which 50% of the costs will have to be covered by the state. Meanwhile, cost-effectiveness is reflected in the savings obtained from the state budget due to the reduction of subsidized energy and to the end consumer, respectively, in the savings obtained on the electricity bill. According to the Strategy, the application of energy efficiency measures in buildings reduces energy consumption by up to 87.4%.
Buildings renovated according to energy efficiency principles not only reduce energy consumption, which consequently leads to a reduction in emissions, protecting the environment, but also provide comfortable living conditions for citizens or employees, in the case of public buildings.
