New housing reform - Minister Ibrahimaj publishes details: Loans with 0% and 3% interest

The Minister of Economy and Innovation, Delina Ibrahimaj, shared with the public details of the new housing reform. According to her, the reform will not only be dedicated to the needy, but also to young professionals, young couples and families who find it difficult to afford housing costs in the first years of life.
"There will be 7,000 apartments that will be made available based on the new legal package that we are finalizing, where specifically there will be 4,000 soft loans, where 2,000 will be zero-interest loans for apartments that are up to 60,000 euros in value, which will be given to young professionals and young couples. Meanwhile, for apartments that are larger, given that the value of 60,000 euros limits the surface area of the apartments, we want to make a new policy for all young families with one or more children, in which 3,000 apartments will be made available with a soft loan, with a fixed 3% interest rate ," said the minister.
Another important element of the reform is changing the way new housing blocks are planned.
"We have more than 80% of Albanian citizens who live in apartments that they own, and this means that one of the main aspects of life security is related to housing. This is the reason why we have decided to carry out this major reform, which will not only be a reform in the products and instruments that we will use, but will also be a comprehensive reform in terms of the governance mechanism of this instrument, where undoubtedly, in addition to the products that I just mentioned, we will begin the construction of several blocks of buildings, which will have a use. We call it 30-40-30, where 30% of the buildings will be dedicated to social housing and the needy or disadvantaged groups. 40% of the apartments will be dedicated to affordable housing, that is, housing for that category of families or individuals who are not considered poor, are considered middle class, but who also cannot afford the cost of a house in their first years of life. together, of creating a family or of working. And 30% will be dedicated to selling on the free market”, said Ibrahimaj.
Ibrahimaj said that this policy has been studied by taking into account models from European countries, the region and other countries, with the aim of avoiding the creation of areas inhabited only by one social category.
