During the extended meeting of the socialist parliamentary group, Edi Rama said: "I will not deal with the process that has started in the Assembly because I will wait for the report of the Mandates Council. But I want to share with you something that I said without the presence of the public.

Belinda Balluku has submitted her resignation to me 3 times, since the evening when the first accusation was raised, not for corruption. The accusation is not for corruption, but for inequality in tenders. Then she brought me her resignation in writing again when she was suspended and then a third time when she was suspended due to the lack of a decision by the Court of Cassation. I rejected the resignation.

I am convinced that in this revolutionary phase of the country, where unlike countries with consolidated justice and institutions, justice in Albania has just begun to enjoy independence. We cannot enter into the dance of automatic resignations every time an accusation is raised.

We know very well both the theory and the practice of moral resignation, which, however, is not practiced equally anywhere in the world. Today, Albania, especially through SPAK, is becoming collateral damage to the administration, violating the principle of the presumption of innocence.

It's easy to say in Germany, an accused minister resigns immediately, but no, it doesn't happen in Italy. It doesn't happen in France either, in fact in France a minister stayed in office and was ultimately acquitted.

In Germany and other European countries, the justice system does not deal with the past of ministries. The independent justice system has not started its work for 5 years. The presumption of innocence in Germany is on a golden pedestal, which no one has taken down.

Over 85% of the issues belong to our first and second mandates, some also belong to those before us.

"Neither in Germany nor in other consolidated democracies in Europe is there a prosecutor's office transport company that takes mountains of documents from the archives of ministries and agencies and delivers them to the prosecutor's offices. Now even the documents of a tender that is in process are put in the van."
