Employees are not silent, are Albanians or foreigners complaining? -

For years, the Albanian labor market has been dominated by a culture of reluctance to complain about working conditions. Fear of losing one's job, economic insecurity, and distrust in institutions have led to many violations going unreported.

But, is a culture being cultivated among Albanian employees to complain about the non-implementation of work clusters or are foreign employees the ones who complain the most?

Eljo Muçaj Chief Inspector of the State Inspectorate of Labor and Social Services:

"I would say that it is a culture and there is a growing awareness, both from Albanian workers and from foreign workers. And this is not just me saying it, but the numbers of complaints that we receive at the Labor Inspectorate say it. And in 2025, there is a record of complaints received by our institution of about 1200 complaints. So there are about 300-400 more complaints than in 2024."

A significant element is the role of foreign workers in this growth. They are increasingly active in filing complaints, which suggests a higher level of information and willingness to claim their rights.

"And foreign workers have a significant increase in complaints to our institution, where here there are not only domestic workers, but also other employees who work in other industries. And this shows that they are more informed, more responsible for demanding their rights. Nearly 70-80% of complaints have been given the right to the complainant, that is, the worker. So the employer has been found in a violation which has forced him to give the missing rights to the employee."

The increase in complaints shows that the culture of silence in the labor market is gradually being replaced by accountability. However, the challenge remains to accompany this awareness with effective controls and continuous enforcement of the law, so that the protection of workers' rights translates into a fairer and more sustainable labor market.
