The government provides 1.1 billion lek in compensation to owners affected by legalized constructions

The government has approved in its meeting today the financial compensation of the owners of real estate occupied by legalized constructions. The decision also defines the beneficiary areas, which according to the Cadastre are: Tirana Rural 1, Tirana Rural 2, Kamzë-Vorë, Durrës-Kavajë-Krujë, Tirana North, Tirana South, Vlorë, Elbasan, Lezhë, Dibër, Fier and Shkodër.
According to point 2 of this decision, the total value of the financial compensation will be one billion eighty-nine million three hundred eighty-three thousand five hundred two lekë, an amount that corresponds to an area of one hundred and one thousand seven hundred and fifty-two square meters.

FINANCIAL COMPENSATION OF REAL ESTATE OWNERS AFFECTED BY LEGALIZED CONSTRUCTIONS
In support of Article 100 of the Constitution and Article 24 of Law No. 20/2020, “On the completion of transitional ownership processes in the Republic of Albania”, upon the proposal of the Prime Minister, the Council of Ministers
DECIDED:
1. Financial compensation to owners of real estate, private property, for taxable areas occupied by legalized constructions in the local directorates of the State Cadastre Agency: Tirana Rural 1, Tirana Rural 2, Kamzë-Vorë, Durrës-Kavajë-Krujë, Tirana North, Tirana South, Vlorë, Elbasan, Lezhë, Dibër, Stimulated Areas, Fier and Shkodër.
2. The total value of the financial compensation is 1,089,383,502.2 (one billion eighty-nine million three hundred eighty-three thousand five hundred and two point two) lekë, for the area of 101,752.1 (one hundred and one thousand seven hundred and fifty-two point one) m², according to Appendix No. 1, which is attached to this decision and is an integral part thereof.
3. For the financial compensation of the owners of immovable properties affected by legalized constructions, according to Appendix No. 1, attached to this decision, for the properties with the ordinal numbers, according to column No. 14, of Appendix No. 1, respectively: No. 10, No. 11, No. 18, No. 19, No. 24, No. 28, No. 38, No. 39, No. 43, No. 47, No. 49, No. 50, No. 52, No. 53, No. 56, No. 57, No. 62, No. 63, No. 75, No. 80, No. 83, No. 84, No. 85, No. 87, No. 104, No. 112, No. 125, No. 128, No. 132, No. 135, No. 138, No. 148, No. 152, no.155, no.156, no.159, no.168, no.169, no.170, no.171, no.172, no.188, no.201, no.212, no.219, no.221, no.222, no.223, no.248, no.259, no.269, no.276, no.282, no.294, no.295, no.299, no.304, no.313, no.321, no.322, no.379, no.403, no.408, no.413, no.418, no.419, no.426, no.427, no.428, no.430, no.432, no.433, no.436, according to the specific section (column 19), of Annex No. 1, the amount of financial compensation is made available by the Property Treatment Agency, according to points 3 and 4, of Article 24, of Law No. 20/2020, “On the completion of transitional ownership processes in the Republic of Albania”.
4. The revenues collected by the local directorates of the State Cadastre Agency, as a result of the transfer of ownership through the sale of the construction plot, both for state assets and for third-party assets, in favor of informal buildings that are legalized, are used to compensate the owners.
5. The local directorates of the State Cadastre Agency: Tirana Rural 1, Tirana Rural 2, Kamzë-Vorë, Durrës-Kavajë-Krujë, Tirana North, Tirana South, Vlorë, Elbasan, Lezhë, Dibër, Stimulated Areas, Fier and Shkodër carry out the relevant changes for these properties in the real estate registers.
6. The State Cadastre Agency and the Property Management Agency are charged with the implementation of this decision.
This decision enters into force immediately and is published in the "Official Gazette".
