The government indexes firefighters' salaries, changes also in local

At its meeting today, the government has taken three more decisions regarding the salaries of the central and local administration. The first decision concerns the indexation and approval of the values ​​for each component element of the gross monthly salary of employees of the Fire Protection and Rescue Service. With another separate decision, the government has also affected the salaries of local government employees and has set the salary limits of elected and appointed officials, civil servants and administrative employees of local self-government units. The third decision concerns the salaries of diplomats.  

Below we bring the three relevant decisions approved at today's government meeting.

 

DECISION

ABOUT 

AN AMENDMENT TO DECISION NO.419, DATED 26.6.2024, OF THE COUNCIL OF MINISTERS, “ON THE APPROVAL OF THE VALUES FOR EACH COMPONENT ELEMENT OF THE GROSS MONTHLY SALARY OF FIRE AND RESCUE SERVICE EMPLOYEES”

In accordance with Article 100 of the Constitution, letters “a” and “b”, point 2, Article 8, of Law No. 35/2023, “On the powers to determine salaries, other financial treatments and benefits of employees in public administration institutions, as well as the minimum basic salary at the national level”, as amended, and points 1, letter “a”, and 2, Article 31, of Law No. 152/2015, “On the Fire Protection and Rescue Service”, upon the proposal of the Minister of State for Public Administration and Anti-Corruption, the Council of Ministers

DECIDED:

1. Link no. 1, of decision no. 419, dated 26.6.2024, of the Council of Ministers, "On the approval of the values ​​for each component element of the gross monthly salary of employees of the Fire Protection and Rescue Service", is replaced by the link with the same number and title, which is attached to this decision and is an integral part of it.

2. The values ​​of the element "salary per rank" in link no. 1, which is attached to this decision and is an integral part of it, are the result of the indexation at a rate of 2.5% and of the salary increase policy for employees with the ranks "Assistant Firefighter", "Firefighter", "Chief Firefighter", "Deputy Fire Commissioner" and "Fire Commissioner" as well as the result of the indexation at a rate of 2.5% for other ranks.

3. The financial effects resulting from the implementation of this decision for the year 2026 are covered by the budget of the relevant institutions, approved in Law No. 87/2025, “On the Budget for 2026”. For local self-government units, they are covered by the transfer approved in Law No. 87/2025, “On the Budget for 2026”, as well as by the own revenues of local self-government units.

4. Institutions within the scope of this decision are charged with its implementation.

This decision enters into force upon publication in the "Official Gazette" and extends its effects from January 1, 2026.

SOME AMENDMENTS TO DECISION NO. 328, DATED 31.5.2023, OF THE COUNCIL OF MINISTERS, “ON THE CLASSIFICATION OF FUNCTIONS, GROUPING OF LOCAL SELF-GOVERNMENT UNITS, FOR PAY EFFECTS, AND DETERMINING THE SALARY LIMITS OF ELECTED AND APPOINTED OFFICIALS, CIVIL EMPLOYEES AND ADMINISTRATIVE EMPLOYEES OF LOCAL SELF-GOVERNMENT UNITS”, AMENDED

In accordance with Article 100 of the Constitution, Articles 8, point 2, letters “a”, “b” and “ç”, and 9, of Law No. 35/2023, “On the powers to determine salaries, other financial treatments and benefits of employees in public administration institutions, as well as the minimum basic salary at the national level”, and Articles 54 and 77 of Law No. 139/2015, “On local self-government”, as amended, upon the proposal of the Minister of State for Public Administration and Anti-Corruption, the Council of Ministers

DECIDED:

1. In Decision No. 328, dated 31.5.2023, of the Council of Ministers, “On the classification of functions, the grouping of local self-government units, for salary purposes, and the determination of salary limits for elected and appointed officials, civil servants and administrative employees of local self-government units”, as amended, the following changes are made:

a) Point 11 is amended as follows:

       "11. The basic salary limits of administrative employees of local self-government units are from 50,000 - 57,000 lek per month."

b) Links no. 1, no. 2, no. 3, no. 4, no. 5, no. 6, no. 7 and no. 8, attached to the decision, are replaced with links with the same numbers and titles, which are attached to this decision and are an integral part of it.

2. The values ​​of:

a) the maximum limits of the element "Salary for position" for classes III-1, III-2, III-3, IV-1, IV-2, IV-3 and IV-4, in links no. 2, no. 3, no. 4, no. 5, no. 6 and no. 7, which are attached to this decision and are an integral part of it, and the values ​​of point 11, as amended, are the result of indexation at the rate of 2.5% and of the salary increase policy;

b) the minimum and maximum limits in links no. 1 and no. 2, which are attached to this decision and are an integral part of it, are the result of indexation at the rate of 2.5%;

c) the minimum and maximum limits of the element "Salary for position" for classes I-2, I-3, I-4, I-5, II-1 and II-2, in attachments no. 2, no. 3, no. 4, no. 5, no. 6 and no. 7, which are attached to this decision and are an integral part of it, are the result of indexation at the rate of 2.5%.

3. The financial effects resulting from the implementation of this decision for the year 2026 are covered by the transfer allocated to local self-government units, approved in Law No. 87/2025, "On the 2026 Budget", as well as by the own revenues of local self-government units.

4. Local self-government units are charged with the implementation of this decision.

This decision enters into force upon publication in the "Official Gazette" and extends its effects from January 1, 2026.

SOME CHANGES AND ADDITIONS TO DECISION NO. 324, DATED 31.5.2023, OF THE COUNCIL OF MINISTERS, “ON DETERMINING THE SALARIES OF THE ALBANIAN STAFF OF THE DIPLOMATIC MISSIONS OF THE REPUBLIC OF ALBANIA IN FOREIGN STATES, IN THE MILITARY REPRESENTATIONS OF THE REPUBLIC OF ALBANIA TO NATO, IN INTERNATIONAL ORGANIZATIONS AND IN INTERNATIONAL MILITARY HEADQUARTERS, AS WELL AS OTHER ALBANIAN STAFF FOR THE TIME THEY SERVED AS LIAISON OFFICERS, AS CONTACT OFFICERS, AS REPRESENTATIVES OF THE MINISTRY RESPONSIBLE FOR AGRICULTURE AND AS LIAISON PROSECUTOR AT EUROJUST IN THE HAGUE, THE NETHERLANDS”

In accordance with Article 100 of the Constitution, letters “a” and “b”, point 2, Article 8, of Law No. 35/2023, “On the powers to determine salaries, other financial treatments and benefits of employees in public administration institutions, as well as the minimum basic salary at the national level”, and Articles 31, point 2, and 53, points 1 and 3, of Law No. 23/2015, “On the Foreign Service of the Republic of Albania”, upon the proposal of the Minister of State for Public Administration and Anti-Corruption, the Council of Ministers

DECIDED:

1. In Decision No. 324, dated 31.5.2023, of the Council of Ministers, “On determining the salaries of Albanian personnel of diplomatic missions of the Republic of Albania in foreign countries, in military representations of the Republic of Albania to NATO, in international organizations and in international military headquarters, as well as of other Albanian employees for the time they serve as liaison officers, as contact officers, as representatives of the ministry responsible for agriculture and as liaison prosecutors at EUROJUST in The Hague, the Netherlands”, the following changes and additions are made:

a) The title of the decision is amended as follows:

"On determining the salaries of Albanian personnel of diplomatic missions of the Republic of Albania in foreign countries, in military representations of the Republic of Albania to NATO, in international organizations and in international military headquarters, as well as of other Albanian employees, representatives of ministries responsible for various fields, for the time they serve as liaison officers, as contact officers, as seconded officers, as liaison prosecutors at EUROJUST in The Hague, the Netherlands, and as liaison officers of the National Bureau of Investigation at EUROPOL or SELEC."

b) In the letter “dh”, of point 1, after the words “… at the SECI center …”, the following are added: “… as well as employees of the Financial Intelligence Agency, for the time they serve as “seconded employees”, in the position of “project manager”, in the Moneyval Division and Criminal Asset Recovery, in the Moneyval Committee secretariat, in Strasbourg …”;

c) After the letter “e” of point 1, the letter “ë” is added, with the following content:

"ë) Investigator of the National Bureau of Investigation, who is assigned as a liaison officer to EUROPOL or SELEC.".

ç) Point 5 is repealed;

d) After point 12, point 12/1 is added, with the following content:

"12/1. The gross monthly salary of the employees, defined in the letter "ë", of point 1, of this decision, is equal to the gross monthly salary of the position that the investigator held at the time of appointment as "liaison officer of the National Bureau of Investigation at EUROPOL or SELEC.".

dh) After point 13, point 13/1 is added, with the following content:

"13/1. In addition to the gross monthly salary, determined in point 12/1 of this decision, investigators of the National Bureau of Investigation, who are appointed as liaison officers at EUROPOL or SELEC, also benefit from compensation for the cost of living, in the amount of:

a) 280 (two hundred and eighty) euros per month, when assigned to EUROPOL;

b) 180 (one hundred and eighty) euros per month, when assigned to SELEC.”.

e) Point 14 is amended as follows:

"14. The salary and cost of living allowance, according to this decision, for the employees specified in letters "e" and "ë", of point 1, of this decision, shall commence from the date of commencement of duty, respectively at EUROJUST, EUROPOL or SELEC.".

ë) Point 17 is repealed;

f) Links no. 1, no. 2, no. 3, no. 4, no. 5 and no. 7 are replaced with links with the same numbers and titles, which are attached to this decision and are an integral part of it.

2. The values ​​of the salary elements, determined in links no. 1, no. 2, no. 3, no. 4 and no. 5, of this decision, are the result of indexation at the rate of 2.5%.

3. Financial effects resulting from the implementation of this decision:

a) For the provisions in letters “b”, “c”, “d”, “dh” and “e” of this decision, they begin from the moment of appointment of employees to duty and are covered by the funds approved for the National Bureau of Investigation, as well as by the funds of the Financial Intelligence Agency;

b) For the provisions in letters "ç" and "f" of this decision, they extend from January 1, 2026 and are covered by the budget of the relevant institutions, approved in Law No. 87/2025, "On the 2026 Budget.

4. Institutions within the scope of this decision are charged with its implementation.

This decision enters into force upon publication in the "Official Gazette".
