Albanian Customs: The implementation of the National Single Window System

The official opening meeting for the start of the implementation of the National Single Window (NSW) System was held at the premises of the General Directorate of Customs, within the framework of the "Trade and Transport Facilitation in the Western Balkans" Project, financed by a World Bank loan.

The meeting was organized following the signing, on January 28, 2026, of the implementation contract for the NSW system by the Ministry of Economy and Innovation, thus marking the formal launch of one of the most important reforms towards the modernization and digitalization of trade and customs procedures in the country.

The NSW system aims to modernize and unify the procedures of state institutions operating in the function of imports, exports and transit, by creating a single digital platform for the exchange of documentation and data. Partners and users of this system are 14 state institutions and agencies, which issue licenses, certificates and authorizations in the function of cross-border trade processes.

This meeting was attended by representatives of all partner institutions, as well as representatives of the implementing contractor company, with the aim of presenting the main phases of the system development, the implementation approach, and clarifying the roles and responsibilities of each beneficiary institution and user of the system.

During the introductory session, a complete overview of the project was presented, including:

1. the contractual framework and main objectives of the NSW system,

2. project management and development methodologies,

3. implementation phases, from the launch phase, specification, development and testing, to piloting and final deployment,

4. the governance model and organizational structure of the project,

5. communication, reporting and risk management mechanisms.

At the end of the meeting, immediate steps for the project launch phase were agreed upon, relevant inter-institutional responsibilities were defined, and the next meetings and workshops that will accompany the implementation process were confirmed.

The General Directorate of Customs values ​​the participation and commitment of all partner institutions as a key element for the success of this strategic project, which will significantly contribute to facilitating trade, increasing transparency and improving services to business and economic operators.
