The Social Fund will finance 14 new services - Rama: Today, around 65 thousand

The Ministry of Health and Social Welfare introduced 14 new social services dedicated to children and mothers in need, children and adults with disabilities, the elderly, women and girls victims of violence, as well as children without parental care.

Present at this activity, Prime Minister Edi Rama emphasized that today Albania supports around 65 thousand individuals in an organized manner through a network of institutions and services at the central and local levels.

The budget is always more significant, of course. It has increased, as the minister said, 6 times since we started this effort. It is 17% higher this year than last year, but the budget is not everything and does not say or solve everything. So for this reason we need to deepen this decentralization process, make it more consolidated and at the same time definitely increase the quality of life under the shelters of social care.

We have started a process in Tirana with the transformation of the conditions for the famous orphanage, the "Zyber Hallulli" children's care home into a care village within the city, of course, and in this spirit, it is good to see with municipalities and others opportunities to create important community spaces from the point of view of conditions and quality.

For his part, the EU Ambassador to Tirana, Silvio Gonzato, stated that EU support for social protection in Albania is among the highest in the Western Balkans.

We are investing more than 100 million euros through EU projects for social inclusion and employment. These are complemented by the EU Growth Plan, from which Albania has received 100 million euros to support human capital development. We have supported 41 municipalities to create their local social plans, in order to design appropriate responses to the needs they have analyzed.

There needs to be a harmonization of Albanian legislation with that of the EU. There needs to be a review of the law on social care to see what works and what doesn’t. Albania can be inspired by the debates taking place in the EU. We need to focus on implementation: harmonization of legislation with that of the EU is important, but it is not enough without implementation. There needs to be effective implementation, which requires budget, adequate human resources and strong care systems.

The most important innovation of this process is the extension of services to the local level and the active involvement of municipalities, as a guarantee for their sustainability and efficiency.
