EU, 164 million euros for reforms in Albania - Focus on energy, digitalization

Around 164 million euros have been distributed to Albania so far from the EU Reform and Growth Instrument (RGF), which aims to accelerate Albania's socio-economic convergence with that of the EU by supporting specific investments and tracking priority reforms. This was stated by the Head of Cooperation at the European Union Delegation to Albania, at a conference organized by the Institute for Cooperation and Development (CDI Albania).

"The political dedication is very high for this instrument and Albania has tangible results. So far, 164 million have been disbursed and other funds are waiting for other projects, so Albania is on the right track and is making key reforms around digitalization, around energy, capital development, but at the same time, as with any new instrument, there are also challenges. The timeframe is very ambitious, it definitely requires a lot of human resources and investments. We have spoken with the national reform coordinators so that we have a continuous plan for the steps that need to be taken in 2026 and 2027, so that this plan can be improved and has the right coordination," said Heikkinen.

So far, the Reform Agenda has implemented the Medium-Term Revenue Strategy, the first digitalization map of the Cadastre system, the Smart Specialization Strategy, the Innovative Entrepreneurship Development Strategy, the implementation of the 5G network and the strengthening of critical infrastructure protection, while the first investment projects have been approved.

"The projects are in the energy sector and are the digitalization of Albania's transmission system, the rehabilitation of the Fierza Hydropower Plant and the construction of a transmission line in two regions. After receiving a positive assessment during the screening process, two other projects of importance for the country, in the transport and digital sectors, such as the electrification of the Tirana-Durres railway line and the project for the development of regional broadband infrastructure, were approved by the WBIF board," said Simoni.

Last year, CDI Albania also introduced the Reform Tracker, which informs and monitors Albania's progress in fulfilling reforms and investments within the framework of the National Reform Agenda.
