The General Inspectorate "flees" from the Prime Minister's Office - SiGMA requested decentralization, draft law: It will be subordinated to the Ministry of Economy

The General Inspectorate will no longer be subordinate to the Prime Minister's Office, but to the Ministry of Economy and Innovation, according to a draft law issued for public consultation.
The accompanying report explains that this change follows the findings of the SiGMA 2025 Report, which analyzed the functioning of the center of government in Albania and provided recommendations for its strengthening in line with the principles of public administration and Shared Governance. The report highlighted the need for better inter-institutional coordination, evidence-based policymaking, and broader consultation with stakeholders, as part of the reforms accompanying the European integration process.
SiGMA found that Albania has a highly centralized structure, with 26 institutions reporting directly to the Prime Minister. In this context, it is recommended to reduce the number of these institutions and transfer some of them to the relevant ministries. For the General Inspectorate, the report suggests that it be subordinated to the ministry responsible for the economy.
According to the draft law, the establishment of the General Inspectorate under this ministry aims at an integrated management of economic policies, more effective supervision and strengthening of inter-institutional cooperation. The Ministry of Economy is considered the most appropriate authority for this role, given that the inspection activity of the institution is directly related to the functioning of the market and the activity of economic entities.
The proposal for these changes comes a few days after the new Chief Inspector Dashnor Sula was appointed to head this department, which coordinates central and regional inspectorates and standardizes inspection procedures.
