The Albanian government plans to take on 67.2 billion lek of domestic debt in the third quarter. The Ministry of Finance has published the calendar, according to which the highest value of government bond issuances is expected in July.
Specifically, in July, 24.8 billion lek of government securities are expected to be issued, in May around 23.6 billion lek, while in September only 18.8 billion lek.
Compared to the first and second quarters, where the government's domestic borrowing amounted to 132.5 billion and 100 billion lek, debt in the domestic market turned out to be significantly lower in the third quarter.
The most issued type of government securities are bonds, with a number of reopenings as well, but there is also no shortage of 12-month bonds, which were the most issued instrument in the second quarter. Despite the fact that bonds will be issued more quickly, 12-month bonds will be issued in higher amounts, reaching a maximum of 7.8 billion lek in July.
Meanwhile, the Ministry of Finance has launched this year the issuance of a new long-term instrument, 20-year bonds as a market test. This instrument was initially issued in January to be reopened in March, while it was issued for the second time in June to be reopened in September.
Based on the annual borrowing plan, total issuance is expected to be around 356.40 billion lek during 2025. The instrument with the most frequent and highest issuance is expected to be 12-month treasury bills again. During 2025, a total of around 306.41 billion lek will mature, of which 197.34 billion lek are treasury bills and 109.07 billion lek are bonds.
