Introducing “eArkiva”: The intelligent system that aims to digitize document management in public administration

A new step towards paperless administration has been taken with the introduction of the "eArkiva" platform, an intelligent system for electronic administration and archiving of official documents.
The platform was presented by the General Directorate of Archives (GDA) and the National Agency for the Information Society (NAISA). The system was developed by NAISA under the supervision of the GDA and will be used initially by ministries and other state institutions, to be later extended to the entire public administration.
During the presentation, the Director General of the DPA, Auron Rrokaj, called "eArchive" one of the concrete examples of the transformation of the Albanian administration in the last decade, linking this process to the government's objective of creating a modern administration without paper documents.
According to him, the pilot project is expected to launch soon in several ministries, while from January 2027, the digitalization of documentation will be extended to the entire public administration.
For her part, the Deputy Director General of the National Archives of Albania, Romina Kostani, emphasized that the digital transformation of archives is not limited to the scanning and electronic storage of documents.
She stated that the use of Artificial Intelligence technologies makes documents easier to search, analyze and use, helping institutions make faster and more efficient decisions.
“eArchive” is built as a centralized platform that manages the entire document lifecycle, from scanning and verification, to long-term storage in PDF/A format.
Through the integration of OCR technology and Artificial Intelligence, the system aims to automate a significant portion of document management processes. This is expected to reduce processing time, costs and the need for manual procedures, accelerating the modernization of public administration and state services.
