£10bn/year tax on super-rich - Burnham urged to impose minimum rate of 2%

A wealth tax on the UK's super-rich families could raise £10 billion a year, according to academics, who urged Andy Burnham to include the measure in his plans to "make taxes fairer" and pay for better public services.
The amount could be raised through a minimum 2% levy on households with more than £100m in wealth and would affect fewer than 1,000 of the UK's wealthiest households, according to a study.
Burnham has hinted that a wealth tax could be part of his 10-year plan for the UK, although his close advisers have focused on an increase in the capital gains tax threshold.
The new prime minister recently said he wanted to avoid creating new divisions in society, but that he would consider how to tax people "in a fair way."
Studies have shown that families with assets of £100m or more have the means to avoid most current wealth taxes, using holding companies, charitable trusts and transfers between family members.
"The report shows that a well-designed minimum tax for very wealthy households is a realistic and targeted reform that would make the UK tax system fairer, while raising significant revenue," the academics said.
There would also be a rule forcing wealthy families to pay the tax for at least 10 years after leaving the UK, preventing them from being able to avoid it.
