Local energy and climate plans - New obligations for municipalities, policies

Starting from 2027, municipalities will have a legal obligation to draft local energy, climate and climate change adaptation plans. Everything is defined in the draft law “On Climate Change”, which has been submitted to the Assembly, which specifies that these plans will be part of the national energy and climate strategy and will cover a 10-year period. The local plans will be approved by the Municipal Councils and will be reviewed every 5 years or when deemed necessary.

According to the draft law, municipalities must also prepare reports on the progress of the implementation of the plans, in accordance with formats and requirements to be approved by the Council of Ministers. This task must be completed no later than 12 months after the law enters into force.

This obligation follows that set out in the Law "On Energy Efficiency", which obliges each municipality to draft a Local Action Plan for Energy Efficiency, with the aim of reducing energy use at the local level, bringing significant improvements to the environment.

However, this obligation has found little implementation and currently a very small number of municipalities have them. The adoption of these strategic documents with policies and measures for energy saving, based on local consumption, have previously been considered by experts as a starting point towards fulfilling the national objectives set in the Integrated Energy and Climate Plan, as well as for achieving the obligations that our country has within the framework of the Green Agenda and membership in the European Union.
