Military equipment, where and how will Albania buy it? - Supply of Armed Forces by KAYO. Agreements with other countries as well
The government has decided to make some changes to the conclusion of contracts for the purchase of military equipment or vehicles, as well as for the purchase of weapons, ammunition or combat materials for operational purposes.
As part of the resurgence of the military industry, last year it was decided to establish the state-owned company KAYO for the production and trade of weapons, ammunition, military equipment and technologies.
As a result, in its latest decision, the government has determined the purchase of military equipment from KAYO. Specifically, the decision states the possible cases of authorizing joint-stock companies with state capital to supply the Armed Forces with weapons, ammunition, military equipment and technology.
In cases where the state-owned company has at least 50% of the capacities assessed as necessary for the realization of the contract object, the Ministry of Defense can purchase directly from that company. Thus, the process of purchasing equipment from state-owned companies is facilitated, avoiding other tender procedures, but fulfilling certain conditions.
The method of payment, including prepayment or making funds available to the supplier by the Ministry of Defense, will be negotiated. If there is no direct authorization, the Ministry of Defense conducts a negotiation dialogue with the state-owned joint-stock company for all types of activity that this company may carry out.
Any economic operator or association of operators that has been convicted of a final criminal offense, is bankrupt, is in liquidation, etc., will be disqualified from the procedure for selecting winners of procurement contracts.
The decision also details the purchase of military equipment from other countries. “State-to-state” procedures can be carried out directly or through the granting of authorization with a NATO partner country or one of their agencies based on a government agreement.
For the first time, it is emphasized that the purchase of military equipment can also be carried out with Albania's partner countries or one of their agencies, i.e. not only NATO, but only after prior approval of the Defense and Security Committee or based on a government agreement.
