How much is Albania spending on defense? - The Fighting Forces "absorb" 2.7 billion lek. With low budget realization in the first four months
During the first 4 months of 2025, 8.2 billion lek were spent on defense out of the 52.7 billion lek planned to be spent in total by the end of this year.
If we make a comparison between defense programs, about 32% of the Ministry's expenditures or almost 2.7 billion lekë went to the Fighting Forces, 24% of the money was dedicated to support for the military and 23% to combat support. Civil emergencies and health support constitute only 6% of actual expenditures in the first 4 months of this year.
Less money has been spent on military education than on any other program, only 4% of the defense budget so far.
However, according to the Monitoring Report, since the budget for the “Fighting Forces” is larger than for any other program, so far very little has been spent in relation to the total that should be spent by the end of this year. This is due to the low implementation of public investment projects, especially those with foreign financing.
This program aims to maintain readiness and improve the operational capacities of the Land, Naval and Air Forces. Specifically, 1.2 billion lekë have been spent to maintain readiness of 2,597 land force personnel, 392 million lekë for 688 air force personnel, around 476 million lekë to maintain readiness of 704 naval force personnel and 285 million lekë for 259 military contingents participating in peacekeeping missions abroad.
Regarding the Civil Emergencies program, the realization of funds at the level of 14% in current expenditures is mainly related to the low realization of the fund distributed by municipalities in the form of conditional transfers for compensation of citizens affected by natural disasters, as well as for taking preventive measures.
