Inspectorates under "magnifying glass", Government approves new reform: No more surprise inspections, but only with high risk levels!
The Albanian government has adopted a series of decisions that directly affect the organization and functioning of state inspectorates, as part of efforts to increase transparency, efficiency and professionalism in public administration.
One of the key decisions is the adoption of the regulation for the operation of the National Inspection Registry, a platform that aims to coordinate and avoid overlapping controls on businesses.
The regulation defines the manner of use of the electronic system, the roles of the relevant institutions and the manner in which data for each inspection will be stored. The aim is to create a transparent system where every subject can be informed in real time about the controls that are carried out.
Another important decision concerns the approval of the list of inspection institutions that will be mandatorily linked to this national registry, including inspectorates such as Labor, Environment, Health, Education and many others. The use of the platform will now be mandatory for all central and local inspectorates.
The government has also approved self-assessment forms for inspectors, which will be used as part of a more structured process of evaluating their performance. Each inspector will complete an annual self-assessment, which will serve as the basis for assessments by supervisors and responsible structures.
Among other things, a joint instruction between the Ministry of Finance and the Ministry of Economy was also approved, which determines the manner of using the budget for technical support programs and training of inspectors, in order to improve professional capacities.
With this package of decisions, the government aims to bring about a new inspection culture, where the focus shifts from punishment to counseling and guidance of entities, in line with best European practices and the requirements arising from the negotiation process with the European Union.
