Public Expenditure and Financial Accountability (PEFA) Performance Assessment Report for Albania is presented
The Ministry of Finance, in collaboration with the team of experts and the Delegation of the European Union, presented the Public Expenditure and Financial Accountability (PEFA) Performance Assessment Report for Albania, on July 15, 2025. This assessment provides an in-depth analysis of the performance of the public financial management system in the country.
It also serves as an important tool for strengthening transparency, accountability and efficiency in public finance management, contributing to the advancement of ongoing reforms and sustainable development of the country. This event, which was also attended by the Deputy Minister of Finance, Ms. Erjona Çela (Bejleri), was attended by representatives from key development partners, civil society organizations, as well as representatives of state institutions involved in this assessment process.
During her speech, the Deputy Minister said that the Ministry of Finance remains committed to continuing cooperation in strengthening institutional capacities and improving public financial management.
The Head of Political Section of the Delegation of the European Union, Mr. Andre Rizzo, emphasized that these results show an overall improvement in the field of public finances and serve as a positive indicator of Albania's efforts and commitment to improving and deepening reforms.
Key developments include sustainable budget execution with minimal deviations, a well-structured budget process supported by medium-term fiscal planning, strong internal financial controls and audit organization, efficient tax administration, effective debt and liquidity management, and clear objectives for public services with measurable performance indicators. However, there remain areas that require further addressing and in-depth improvement.
