OBP, 35.5 million euros in procurement savings in 21 months

The Centralized Purchasing Operator (CPO) has managed to save 35.5 million euros for the state budget from procurement procedures in 21 months of operation. The figures were made public by the Administrator of CPO, Arlinda Pogaj, in a post on social networks, where she emphasizes that within a period of only 21 months, the institution has developed about 1000 procurement procedures, has served 216 public institutions and has generated 35.5 million euros in real savings for the state budget. According to her, these are not just statistical figures, but concrete indicators of a new operating model in the management of public funds.
"21 months ago, the OBP did not exist as a functional structure. Today it is one of the strongest budgetary efficiency mechanisms in the country. 35.5 million euros are not just savings. They are protected public funds. They are citizens' money managed responsibly," the Administrator states in her publication.
According to the data presented, in addition to financial savings, OBP has also achieved national standardization of technical specifications and prices for certain categories of goods and services, aiming at unifying practices throughout the public administration. Another highlighted element is the doubling of the participation of economic operators in procedures, which is interpreted as an indicator of increased competition and trust in the system.
The OBP administrator defines this period as a “step-by-step” building process, with the establishment of the structure from scratch, the creation of specialized capacities and the drafting of a clear three-year vision for the further development of the institution. “We centralize to increase competition. We standardize to protect public funds. We increase transparency to strengthen trust,” she underlines.
The centralized purchasing model aims to achieve more favorable prices, faster procedures, and less fragmentation in the spending of funds through the aggregation of public institutions' demand. According to OBP, shortening procedure times and increasing transparency are two of the main benefits of this centralization.
In budgetary terms, 35.5 million euros in savings in 21 months constitute an important indicator of the financial impact of this model, especially in a context where pressure on public finances remains high and optimizing spending is a strategic priority.
"Results do not speak with noise without facts. They speak with numbers. And today, the numbers are public," concludes the Administrator, describing this period as proof that building an institution from scratch can be accompanied by measurable results in a relatively short time.
Beyond the institutional dimension, the case of OBP also constitutes a test for the procurement centralization model in Albania: if this mechanism continues to expand and deepen standardization, it could become one of the main instruments of fiscal discipline and transparency in public administration.
