The new academic year 2025-2026 begins - Kumbaro: Time to review the higher education law

The new academic year 2025-2026 began this Monday in all higher education institutions in the country, with 19,671 high school graduates registered so far. The University of Tirana remains the first choice of high school graduates, with over 11,000 students expected in all three study cycles, or about 60% of the total number.
The most popular this year were the branches related to the field of health, IT and engineering in general, followed by the economy-finance programs. Meanwhile, the quotas in the branches of medicine, dentistry, pharmacy and architecture have been filled 100%, as well as the IT branches. The quotas have also been filled at the 2 Academies of the Ministry of Defense and Order, which shows the high interest of young people in pursuing these branches.
This year's innovation is also the new double degree study programs, which give students the opportunity to have nationwide collaboration.
Enrollment in public universities is 75%, while in private ones it is 25%.
The Minister of Education, Mirela Kumbaro, was at Luigj Gurakuqi University in Shkodra, where she focused on higher education policies with a focus on the European area of education and scientific research, but also the doubling of investments in infrastructure and support for doctoral programs.
"With the higher education reform, we have ensured the quality of our educational institutions, which means a guarantee for your diploma tomorrow. But a decade after that shake-up of the system, the time has come to review the higher education law, to respond to the challenges of this time."
Quality standards will be ensured in line with the European Education and Research Area, making your diplomas globally recognized, and giving you more opportunities for academic and professional mobility.
A powerful symbol on this path is undoubtedly the establishment of the College of Europe Campus in Tirana, which is turning the capital into a regional knowledge center, and certainly serves as a catalyst for all universities in the country!
On the other hand, I am pleased to share some encouraging news, which concerns the significant increase in support for scientific research. From 2021 to 2024 alone, the fund for scientific research has increased 5 times, while that for research infrastructure has almost doubled.
"We will continue to focus on this, as we aim to double investments in modern laboratories, support doctorates for young people, and we will keep the invitation open for academic colleagues from our diaspora," said Kumbaro.
The registration process will continue until October 8, when the second round ends. After this date, there will be another week of registration from October 13 to 24, which is considered the free round, where high school graduates who are left without a branch can register at those faculties that have free quotas.
