Innovation, Albania 67th in the world/ WIPO report: We grow in the overall index, but we "lag" in human and scientific capital

The Global Innovation Index 2025, now in its 18th edition, measures innovation performance in around 140 economies and reveals the world's top 100 innovation clusters. It tracks global innovation trends through investment patterns, technological progress, adoption rates and socio-economic impacts.
This index published by the "World Intellectual Property Organization" positions Albania in 67th place among 140 countries in total, thus accumulating 29.6 points. Compared to the 2024 edition, our country seems to have improved significantly.
According to the report, Albania is mentioned alongside economies such as Morocco, Vietnam and Turkey, which have demonstrated significant progress in the field of innovation, especially in digital development and economic modernization. Also, its inclusion among the European economies that have gained ground in the ranking emphasizes that the country is consolidating its position as a growing economy with innovative potential in the region.
Designed to provide a comprehensive picture of innovation, the Index includes many indicators, including measures of the political environment, education, infrastructure and the creation of new knowledge. The main pillars on which this index is built are: Institutions, Human and research capital, Infrastructure, Market and business sophistication, and Technological knowledge and creativity.
In the Global Innovation Index 2025, Albania presents a mixed profile. Our country ranks well in institutions and infrastructure, especially in information technology and digital services, which indicates a solid basis for development. However, major weaknesses in human capital and scientific research remain major obstacles, with minimal investment in education and a significant shortage of scientific researchers. Also, Albanian businesses show little connection with universities and contribute very little to technological innovation. There is potential in the market, but there is a lack of capital and support for startups. Albania shows positive signs in the creative field and intangible assets, but has not yet managed to transform them into a sustainable economic advantage. According to the report, the country has the institutional structure for innovation, but it lacks the engine, knowledge, research and effective connection between education, business and technology.
Compared to the countries of the region, Albania ranks second to last. The World Intellectual Property Organization in the Global Innovation Index 2025 ranks Serbia first in the region as the most innovative economy, positioning it in 54th place, while the last in the region is Bosnia and Herzegovina in 92nd place. If we were to speak on a global scale, the ranking is led by Switzerland, followed by Sweden and the United States of America in third place.
