Negotiations, towards conclusion in 2027 - European Parliament, draft report on Albania. Positive signals for the economy

The European Parliament has published the draft report on Albania for 2025, which assesses the country's progress in the negotiation process and the economic reforms undertaken in recent years.
The Foreign Affairs Committee document welcomes the opening of all negotiation chapters within 13 months, calling this a significant development on the path towards membership. The report also takes into account the objective of the Albanian institutions to conclude the negotiations by the end of 2027, but emphasizes that this pace must be accompanied by real and sustainable implementation of reforms.
In the economic plan, the draft report highlights our country's inclusion in the growth plan for the Western Balkans and access to new EU financial instruments.
The European Parliament welcomes the EU's financial and technical assistance to Albania under IPA III and the Reform and Growth Facility, and stresses that this support should be closely linked to the concrete implementation of reforms and measurable results.
According to the European Parliament, these funds constitute a strategic opportunity for modernizing the Albanian economy, strengthening competitiveness and accelerating harmonization with the European Union legal framework.
However, the report underlines that the full benefit from European funds is directly linked to measurable progress in structural reforms. Reducing informality, improving the business climate, increasing productivity and strengthening merit-based public administration are considered essential for economic consolidation.
Another highlighted element is the importance of social dialogue and the effective functioning of tripartite mechanisms between government, employers and unions, as part of European labor market standards.
In terms of integration, the European Parliament appreciates Albania's full compliance with the EU's Common Foreign and Security Policy, considering this a clear indicator of the country's strategic orientation.
