"Durana" not a tax haven, but an innovation engine - Ibrahimaj: 80

During an interpellation in the Parliament, the Minister of Economy and Innovation, Delina Ibrahimaj, clarified the issue of Durana Tech Park, in relation to the interpellation requested by the deputies.

“With VKM no. 73, the government approved in January 2025 the detailed development plan and the agreement between the Ministry of Economy, Culture and Innovation and the Albanian Investment Corporation, with the aim of developing Durana. The development of Durana, and the reason why it started virtual and not physical, is related to the logic of the construction phases. The first phase was the virtual phase, which foresees a 36-month period during which Durana operates as a virtual park. This phase began on February 18, 2025 with the opening of the call for users and the functionalization of the electronic application channel. The operating model is hybrid: users can operate within the park physically or virtually outside the park. This is a clear institutional model: Albanian Investment Corporation exercises the role of developer, while Durana Tech Park sh.a. manages the daily operation, services to residents and the development of the ecosystem.”

According to Ibrahimaj, there are 80 residents, of which 57 have finalized the contract and the rest are in the registration and licensing process. 52% are with foreign capital and 48% with Albanian capital.

"I also want to clarify the theory of "tax haven": Durana is not a tax haven. Entities that receive user status are registered according to Albanian legislation, declare owners and beneficiaries and are monitored by tax authorities. Fiscal incentives are incentives for priority sectors and scientific innovation, not for tax evasion or avoidance."

Minister Ibrahimaj also reflected on the performance of 2025, where out of 52 registered companies, 27 have not yet started invoicing. Meanwhile, the real number of companies that have benefited from fiscal incentives during 2025 is 5.
