The construction sector, one of the main engines of the Albanian economy, is facing fiscal controls from the tax administration, as official data shows a large gap between declared wages and the indicative ones that the state has set as part of the sectoral anti-informality plan.

According to official tax statistics, out of 64,572 employees declared in construction, more than half (55%) result in salaries below 50 thousand lek, while the minimum fiscal reference salary for this sector is 60 thousand lek, even for the lowest positions, such as sanitation workers.

The data specifically shows that 12% of employees receive less than 40,000 lek, 18% declare 40,000 lek; 25% 40,001 - 50,000 lek; 22% 50,001 - 70,000 lek, only 22% are over 70,000 lek.

Meanwhile, according to the administration's reference model, salaries should range from 60,000 lek for the lowest positions, up to 140,000 lek for administrators, managers and directors.

How much should construction wages increase to reach the reference set by taxes?

Referring to the analysis conducted by SCAN TV, it results that the average declared salary in the sector is around 60,000 lek, while the indicative average salary, based on the hierarchy of professions, is estimated at 75,000–80,000 lek.

This means that salaries declared by construction companies must increase by an average of 15–20 thousand lek per employee, or about 25–30%, for the sector to comply with the fiscal standard.

Who is most affected? For categories that currently result in salaries below 50,000 lek, an increase of 25% to 60% should be reflected, just to reach the minimum reference threshold. While for those with salaries from 50 -70 thousand lek, the increase in declaration is estimated to be between 10-20%.

By establishing reference salaries, the tax administration aims to ensure that no construction worker is declared below 60,000 lekë; technical professionals are over 80,000 lekë and managers are over 120,000–140,000 lekë.

The anti-informality plan in this sector is expected to bring positive effects on the economy. The implementation of the scheme is expected to significantly increase revenues from payroll taxes and social contributions, reducing informality and establishing fair competition in a sector that generates hundreds of millions of euros each year.

There are 8,784 taxpayers operating in the sector, with 51% of them being limited liability companies.
