Youth Guarantee, over 3000 applications in 2025/ AKPA: During 2026, the program

In 2025, the Youth Guarantee program has provided great opportunities for young people in Albania, supporting them in career development and integration into the labor market. This program has helped hundreds of young people in the regions of Tirana, Shkodra and Vlora, guiding them towards opportunities for vocational training, employment and training. During 2026, the Youth Guarantee will be piloted at the National level.

According to the National Employment and Skills Agency, 3,175 applications were registered throughout 2025, of which 2,252 young people were confirmed as participants in the scheme. Meanwhile, of these, 1,732 had "positive outcomes", benefiting from employment, training and development opportunities.

Participants have the opportunity to benefit from a wide range of opportunities, such as: 527 vocational training opportunities; 326 employment opportunities; 17 education opportunities, 29 higher education opportunities; 416 employment opportunities; 256 community work opportunities; 69 self-employment opportunities; 53 coding training opportunities; 39 work-based empowerment opportunities.

On the other hand, the demographics of young people who benefit from the Youth Guarantee scheme are very diverse and include individuals with different demographic and social characteristics.

In the regions where the pilot was implemented, Shkodra has a percentage of 56% of participants, Vlora has 57%, and Tirana has 54%. The largest group of young people includes individuals aged 19-24 (55%), followed by those aged 25-29 (30%), while 5% are young people aged 16-18. The majority of them 64% have secondary education or lower, 42% have completed secondary education, while 36% have studied at university or have a master's degree.

At the same time, the program has supported specific groups, such as: 93 individuals with disabilities; 153 individuals from the Roma and Egyptian communities; 30 returned immigrants; 4 orphans; 13 individuals receiving unemployment benefits; 232 individuals receiving economic assistance.

The Youth Guarantee is an opportunity for young Albanians, offering them opportunities for personal and professional development. Any individual who wishes to register can apply through the "Youth Guarantee Application" service.
