Goods for the production of military weapons, tax-free - Decision/ 460 imported products, dozens of sewing and textile machines are exempted

The Albanian government has adopted a decision aimed at promoting the development of the country's defense industry. According to the decision, published in the Official Gazette and now in force, 460 goods imported into Albania and used directly for the production of military weapons will be exempt from customs duties.
The document clarifies that the exemption from customs duties will apply to key components and goods included in the list of military and dual-use goods, according to the legislation in force, when these goods are imported for the purpose of producing a final military product. This exemption will apply only to licensed entities operating in the defense industry.
The decision also extends to raw materials, machinery and other components that serve directly in the production process of military weapons, even in cases where they are not part of the standard list of military goods.
The list of goods exempted from taxes is quite extensive and includes materials and equipment used in both the construction of combat equipment and the military's supporting infrastructure. These include: chemical additives and industrial catalysts, ballistic and carbon steel sheets, ballistic glass and anti-fragmentation panels, anti-slip aluminum plates and insulation materials, leather, textiles and materials for covering military cabins, medical furniture, cabinets and sinks for military structures, 4G/5G communication systems, modems and encryption devices, day/night cameras, urban radars and mini-radars, lasers, sensors and electronic systems, electric ignition systems, detonation circuits and military cables, smart ammunition housings and other protective equipment.
The list also includes the duty-free import of dozens of industrial machines used for sewing and processing military clothing, as well as dozens of types of textiles to be used for uniforms, protective vests and other personal equipment for the armed forces.
This decision is intended to reduce costs for licensed companies, increase domestic production capacities and strengthen the Albanian defense industry. The exemption from customs duties is expected to encourage new investments, increase employment and improve the technological capabilities of the sector. The decision is also seen as part of a strategy to make Albania more independent in the supply of military equipment, reducing dependence on imports of finished products and promoting domestic production.
