Minister Ibrahimaj: Digital transformation must empower citizens and protect rights

In the framework of the WSIS+20 High-Level Forum in New York, the Minister of Economy and Innovation, Delina Ibrahimaj, emphasized that the main challenge of the next decade is no longer the importance of digital transformation, but the way it is governed and who benefits from it.
In her speech, Minister Ibrahimaj underlined that while progress in connectivity and access is undeniable, digital inequalities continue to exist, appearing today in more complex forms, related to skills, affordability, security, trust and institutional capacities.
“For Albania, these are not theoretical issues. Over the last decade, we have undertaken a rapid digital transformation, which has significantly improved efficiency, transparency and access to public services. But this experience has also shown that access alone is not enough,” said the Minister.
Ibrahimaj emphasized that the outcome of WSIS+20 should be guided by three fundamental principles:
• placing people and their rights at the center of the digital transformation
• addressing digital inclusion as a development objective through investment in skills, education and capacities
• strengthening multilateral and multi-stakeholder cooperation to address global digital challenges
Referring to rapid technological developments, including artificial intelligence, Minister Ibrahimaj underlined the importance of protecting human rights, data privacy and democratic values, as a foundation for building public trust in digital services.
“WSIS Plus 20 should not end with a formal declaration, but should provide clear strategic direction, closely linked to the implementation of the Global Digital Compact and future digital processes of the United Nations,” she emphasized.
In conclusion, Minister Ibrahimaj reaffirmed Albania’s commitment, in the role of co-facilitator, to contribute to a comprehensive, ambitious and shared responsibility-based outcome.
