Over 30 years of work to buy a home - The state will continue to guarantee loans for teachers

Prime Minister Edi Rama recently announced that he will continue the program for the state to guarantee loans for the purchase of housing for police officers, teachers, doctors and nurses. These relief schemes of zero-interest loans are increasingly being treated as a necessary social instrument, not simply as a financial convenience.
If we take the case of teachers, the scheme began to take concrete shape for pre-university education in 2024, when 30 quotas were approved for teachers, while in 2025 it was significantly expanded, with 90 quotas for the Ministry of Education and Sports alone, within a total of 530 quotas for the public administration. The application is made on e-Albania, the selection goes through a points system and the conditions are clear: the applicant must not own a home, or must have it below the housing standards, must not own significant assets and must not be a beneficiary of other social housing programs.
The problem this scheme is trying to solve is the inverse relationship between salary and housing prices. A teacher in pre-university education has an average salary of around 84 thousand lek net.
A simple calculation immediately shows the gap. For a standard 90 square meter apartment on the outskirts of Tirana, such as in Paskuqan, the indicative price comes out to around 94 thousand euros, while in Astir it is around 148 thousand euros. With the current salary, a teacher would need around 7.5 years of work just for an apartment in Paskuqan and almost 12 years for an apartment in Astir, if he were to spend his entire salary just on the house. Meanwhile, if he saves only 30% of his net salary, the term goes to around 31 years in Paskuqan and almost 49 years in Astir.
Even in districts where the market is cheaper, the difference remains strong. In Elbasan, Korça and Fier, a 90 square meter apartment costs approximately 89 thousand to 95 thousand euros. Here too, a teacher would need about 7 to 7.6 years of gross salary, while with a realistic saving of 30% of the net salary, the time goes to approximately 29 to 31 years. This means that even outside of Tirana, housing remains difficult to afford with salary income alone. The situation becomes even more difficult if the interest rate of the loan is calculated. This is precisely where the reason why state intervention is seen as necessary comes in, and not only is it about 0 interest, but the state plays the intermediary role and guarantees financial institutions in case of default.
