Which sectors have the most violations at work? - Inspections from complaints increase by 40%. Tirana leads

During 2025, the Labor Inspectorate recorded a significant increase in inspections initiated as a result of denunciations and complaints from citizens. A total of 963 inspections were carried out, marking an increase of 40% compared to 2024.
The increase is also visible in the public sector, where state-owned enterprises account for 10% of total complaints, an increase of 77% compared to the previous year. The Tirana region continues to hold the main weight of inspections due to complaints, accounting for 76% of the national total, or 733 cases. Regarding the distribution by economic sector, trade leads with 26% of complaints, remaining one of the most problematic sectors for respecting employment contracts.
This sector has seen a 60% increase in complaints, also linked to awareness campaigns conducted by the institution. Manufacturing companies account for 17% of complaints, with the majority related to the tailoring industry, which during 2025 was characterized by market fluctuations and impacts on labor relations. This sector has also seen a 6% increase in complaints compared to the previous year.
The construction sector represents 7% of complaints, reflecting a growing awareness in an area considered high-risk. While the majority, around 39%, falls into the “other” category, which includes state-owned enterprises, education, employment agencies and physical security services.
Overall, the data show that complaint-based inspections remain an essential instrument for responding to violations of labor rights, focusing primarily on sectors with high employment dynamics and a higher risk of abuse.
