Urban transformation in Vlora - ADF opens competition for recreational space and parking

The Albanian Development Fund has announced the opening of the tender for the construction of multimodal mobility hubs, Region 3&4, as well as the construction of an underground parking building in Vlora. The estimated fund limit for this project is 595 million and 232 thousand lekë.
Referring to documents published in the Public Procurement Agency, the project was drafted upon the request of the Municipality of Vlora for the construction of an underground parking building, as well as the creation of a recreational park on the surface, combining the urban function with the social and environmental one.
The facility is planned to be built in the western part of the city of Vlora, near the beach area and along “Çamëria” street, at the entrance to Lungomare, one of the most frequented areas by citizens and tourists. The plot is located about 1.9 kilometers from the city center and is included in the watershed of the area.
According to the document, a single-story underground parking lot will also be built, designed to optimize parking spaces. The underground floor will serve exclusively for parking lots and technical facilities.
The project envisages a total plot area of 9557.76 square meters and a construction area on the -1 floor of 9235.98 square meters. In total, 295 parking spaces will be created, including 5 dedicated parking spaces for people with disabilities, as well as spaces for electric vehicles.
Meanwhile, an open recreational space for citizens will be created on the surface. The project envisages the construction of a shelter structure on the western edge of the plot, where support spaces and bicycle parking will be located. This solution aims to preserve the existing function of the area as a public square, making it usable for recreational activities and various events even after the intervention.
At the same time, this investment aims to increase the quality of life for residents, creating a modern and functional destination.
