New measures for construction, blacklist for lawbreakers/ Rama warns architects: You will be held responsible for deviations
Prime Minister Edi Rama is at the Center for Innovation and Technology "NEST", a structure of the Albanian Development Fund which also serves universities and entrepreneurship where the presentation of a start-up of young Albanians for financing the construction sector is taking place. In his speech, the head of government focused on the problems that reality faces today, among which he mentioned the reliability in the full implementation of the projects, as the architect has foreseen.
"Projects with foreign architects have aroused an increased interest that has now begun to extend to the field of investors. It is no longer an interest of investors. On the other hand, it is the credibility of the project itself to be realized as the architect has foreseen, not to obtain permission for the project and in the end to end up that not even the architect knows. This is a problem that we have on the table today. How will we achieve that projects are realized faithfully. That work is done together with investors and builders, that work is done to filter them and pass them through the approval process, permission is given and then the thing goes in an unknown direction. Volumes also change, here it is our duty to address this issue through new legal measures, which will include the architect as the guarantor, who bears moral and legal responsibility for the realization of the project. This is not a matter of legal measures, but awareness on the part of investors and builders to access this new financial market that can become a very fast source,"- Rama declared .
Among other things, Prime Minister Rama said that the government will create a blacklist for builders who violate permits, who will be excluded from obtaining new permits, while all construction sites will be equipped with security cameras for 24-hour monitoring.
"We cannot properly implement these large projects by relying on sales in the pit, on the clerk and random buyers within the country. Blacklist for builders who do not respect the rules, inability to obtain permits. Construction sites will have 24-hour cameras, this will also be useful for you in following your work and practice. It is very valuable for all aspects related to the safety and guarantee of the project," said the Prime Minister .
