Energy law aligns with EU standards, Karakaçi: Consumer at the center

Reconceptualization of the functioning of the electricity market, placing the consumer at the center. The new law “On the electricity sector”, which has passed the public consultation phase, was presented by the Minister of Infrastructure and Energy, Enea Karakaçi, at a roundtable with the participation of all market actors. In his speech, the minister highlighted some of the main innovations related to market liberalization and energy storage, while adding that the replacement of the existing law aims at approximation with European Union standards.
"We are moving away and trying to move away as much as possible from a centralized model, where state actors have had the greatest decision-making, towards a more liberalized market, where the state no longer intervenes as much as we have become accustomed to with the existing model and its basis is competition. In this model, we are reoriented towards guaranteeing the rules of the game, towards fair competition between all actors involved in the process. One of the innovations of this law is the inclusion of new concepts that for some I would even say are very desired by the actors at this table, such as energy storage. Today, energy storage is among the major demands that energy producers have, mainly renewable energy. What is the problem with renewable energy? It is very good, but it is intermittent, so it is not continuous. Creating the legal basis for having 'storage' or deposit is a new step forward towards their sustainability", - said Karakaçi.
Also, according to the minister, one of the main pillars of the new law is consumer empowerment.
"For the first time, the consumer is truly placed at the center of the energy system. He is not only a service beneficiary, but as I said, he can also be a producer. Today it is a reality; we have customers who are producers. And in this sense, by approximating the new European Union directive, the customer also takes on a proactive role in terms of energy production through the concept of the active customer, energy communities and dynamic price contracts, we create real opportunities for increasing the participation of citizens and businesses in the market and for the liberalization or democratization of the electricity sector", - he said.
With this reform, Albania aims to create an interconnected, transparent and competitive internal electricity market, with affordable prices and stable supply, while paving the way for the transition towards a low-carbon economy.
